SOLENERGE: Incentive for the purchase of photovoltaic panels in the Azores

The Regional Secretariat for Tourism, Mobility and Infrastructure presented the SOLENERGE program, which aims to provide financial incentives for the acquisition and installation of photovoltaic solar systems in the Azores.

An ambitious and appealing incentive program for the energy transition in the Azores.

The SOLENERGE project falls under the Recovery and Resilience Plan (PRR) and aims to increase installed capacity by 12.6 MW through photovoltaic solar systems.

The war in Ukraine and climate change are causing us to approach energy production and consumption in a more responsible way, focusing on efficiency, reducing dependence on foreign sources, and adopting cleaner energy that is less derived from fossil fuels.

This is how the program that encourages the acquisition of photovoltaic panels with 100% non-refundable funding was created.

Who is the SOLENERGE support intended for?

This new incentive is intended for individuals and legal entities, with the exception of the autonomous regional administration and the direct administration of the State.

The SOLENERGE program, aimed at families, businesses, non-profit organizations, and other organizations, will allow for 100% co-financing of the purchase of photovoltaic solar systems, up to a maximum of 1,500 euros per kilowatt installed.

Individuals

Considering the average consumption of the last six months, with the maximum power limit to be financed defined according to the system sizing determined by the installation entity. Those eligible for the incentive may benefit from two delivery point codes per year.

Legal persons

Considering the average consumption of the last six months, the maximum power to be financed is defined according to the system sizing determined by the installation company. The power to be installed cannot exceed 60% of the contracted power.

Value Added Tax (VAT) is deducted.

Financing Conditions

The incentive may be granted before payment is made to the installation company.

The support takes the form of a non-refundable incentive.

How can one apply for SOLENERGE?

The application process for SOLENERGE is carried out in 3 phases:

Phase 1 – Registration on the SOLENERGE Portal

To register, simply go to https://solenerge.azores.gov.pt and create a user account.

After that, a link will be sent to your email where you can submit your application.

You must fill in and submit all the requested information.

Required Documents - Individual: You will need your Identification Documents and IBAN Proof with the promoter's name.

Required Documents for Legal Entities: Identification Documents, IBAN Proof with the promoter's name and Permanent Certificate. If the individual applying is not a partner of the company, a Power of Attorney document must be submitted.

After submission, the Regional Directorate of Energy and Tourism must approve it.

Phase 2 – Application to the SOLENERGE Program

After approval, you will receive a link in your email to proceed with the application for the SOLENERGE program – https://solenerge.azores.gov.pt/fase-1

Documents for the SOLENERGE application

a) [Individual] copy of identification documents or, alternatively, document with the data, exported through the citizen card application at www.autenticacao.gov.pt/cc-aplicacao;

b) [legal entity] copy of the commercial registration certificate or access code to the permanent certificate. Copy of identification documents or, alternatively, document with the data, exported through the citizen card application at www.autenticacao.gov.pt/cc-aplicacao;

c) Pro forma invoice/quote, stating the number of photovoltaic panels to be installed, their respective references, characteristics and power of each panel; You can request it here!

d) Sizing study performed by the installation company. You can request it here!

e) Technical data sheet for the equipment to be installed, which must include the CE marking and equipment approval; You can request it here!

f) Presentation of photographic evidence demonstrating the situation at the site prior to the intervention;

g) Valid urban property registration certificate;

h) If the applicant is not the owner of the building, or is a co-owner, a declaration authorizing the installation from all owners (available in Annex I of the Regional Regulatory Decree);

i) Submission of 6 electricity bills from EDA;

J) Declaration from the candidate attesting to the non-existence of co-financing for the installation of the equipment – ​​Annex II

Within 30 days of submitting the application, DREN will issue an opinion with information on the eligibility of the application and, where applicable, the amount of the incentive.

Phase 3 – Installation and Implementation of SOLENERGE

After approval, simply sign the ACCEPTANCE AGREEMENT and the installation will be carried out.

How do I obtain a sizing study?

You can fill out the form here! You should request it from the installation company. They will then take into account the eligibility requirements for the incentive under SOLENERGE.

Can I install a photovoltaic system in a new house with no history of contracted power in the last 6 months?

In the case of individuals where there is no electricity supply contract, the eligible power will be considered to be the power indicated and justified in the sizing study.
In the case of legal entities, it will be up to the managing entity, upon proposal from the applicant, to determine the power limit to be installed.

Until when can I apply?

Applications are open until August 30, 2025, with a total value of 19 million euros.
